proposed that the Police salaries should remain unaltered. In 1911, despatch No.75 of the 9th March, 1911, Lord Harcourt placed the Police Officers in the revised Cadet Classes; with the result that the Police appointments became the best, from the point of view of emoluments, in each class, as the Police Officers had free quarters. It is on record that Sir F. Lugard did not concur in the increase of pay then granted to the Police Officers and that he proposed to refer the matter back for further consideration; but he apparently did not do so.

At the present time Mr. P. P. J. Wodehouse, Deputy Superintendent, is entitled to the following emoluments: £680 salary, £120 duty pay, £160 temporary allowance of 20%: total £960. Mr. T. H. King and Mr. D. Burlingham, Assistant Superintendents are similarly entitled to £792 and £744 respectively, and Mr. C. G. Perdue, Probationer, is entitled to £420. As Acting Captain Superintendent, Deputy Superintendent, and Assistant Superintendent, Mr. Wodehouse, Mr. King, and Mr. Perdue are, under the existing rules, permitted to draw £1,090, £912, and £570 respectively.

Under the scheme which has been approved Mr. Wodehouse, with nineteen years' service in the Police Force, would receive £800, with additional pay while acting as Captain Superintendent of Police; and Mr. King, Mr. Burlingham, and Mr. Perdue, with fifteen, eight, and seven years' service, would receive £700, £525, and £500 respectively. I suggest that Mr. Wodehouse should be placed on £950, and that Mr. King should commence on £800. Mr. Burlinghan has been particularly lucky, having been promoted to Class III two days after his twenty- second birthday, whereas a Cadet does not reach that class until he is thirty or more years of age. He cannot well be put back very far, but I think that it would not be unfair to place him upon £700 and to advance him by annual increments of £20 until he reaches the efficiency bar at £800, when his case could be further considered.
